PHMSA Issues Notice on Special Permits
On February 22, the Pipelines and Hazardous Materials Safety Administration (PHMSA) issued a ‘Notice of action on Special Permit Applications’. The notice includes actions creating new Special Permits and modifying existing Special Permits.
Tenth Carrier Granted Operating Authority in Cross Border Trucking Program
On February 19, the Federal Motor Carrier Safety Administration (FMCSA) issued a ‘Notice’ granting a tenth Mexican motor carrier operating authority, as part of the agency’s cross-border trucking pilot program. The carrier, Grupo Behr, was given provisional authority.
URS Rulemaking Moves to OMB
According the Office of Management and Budget’s (OMB) website, FMCSA’s Unified Registration System (URS) rulemaking has been transmitted to OMB for review. The URS rule would establish a system that would replace four legacy systems in support of FMCSA´s safety and commercial oversight responsibilities. The new URS would serve as a clearinghouse and depository of information on, and identification of, motor carriers, brokers, freight forwarders, and others required to register with the Department of Transportation. Publication is now scheduled for May of this year.

FMCSA to Hold Driver Training Standards Listening Session
FMCSA will host a listening session to gather input on the issue of entry-level driver training standards. The session, which will take place in conjunction with the Mid-America Trucking Show, in Louisville, Ky., will be held on Friday, March 22, from 1 to 5 p.m. The session will also be webcast.
