Update on Relevant U.S. Regulations

FMCSA Announces UCR Plan Board Meeting
On March 3, 2017, FMCSA announced that the Unified Carrier Registration (UCR) Board of Directors will meet on March 14, 2017. The board will continue its work developing and implementing the UCR plan and agreement, and may also consider other matters before the board. The meeting will be open to the public and those not attending in person may dial-in to listen and participate.

Update on Exemptions

FMCSA Extends Deadline for Drug Testing Exemption Request
On Feb. 24, 2017, FMCSA announced the re-opening of the comment period for the agency’s Jan. 19, 2017, announcement of the application from J.B. Hunt, Schneider, Werner, Knight Transportation, Dupré Logistics and Maverick Transportation requesting exemptions from urine testing requirements for commercial driver’s license (CDL) holders. A 60-day extension request was made by the American Federation of Labor and Congress of Industrial Organizations’ (AFL-CIO) Transportation Trades Department and the International Brotherhood of Teamsters. Comments are due by April 25, 2017.

President Trump Signs Executive Order on Regulatory Reform
On Feb. 24, 2017, President Trump signed an executive order establishing a regulatory task force and a regulatory reform officer at each federal agency responsible for examining existing regulations within 90 days to determine which ones can be repealed or modified. The executive order builds on the regulatory reform process initiated by the president aimed at reducing regulatory burdens.
